CBCM Phased Response Plan Dealing with the COVID-19 Situation


PHASE 0: No to Low Risk of Community Transmission (No local cases, No community spread)

  1. Main Goal: To educate by providing accurate info and precautionary actions, alleviate fear and concerns, and dispel false info.
  2. No suspension of church meetings and activities.
  3. Form medical information advisory team. (Joseph Chiu, Terry Lee, Esther Lau)
  4. Give live info sessions. (at R & G)
  5. Send out information and updates via email, announcement, and website.
  6. Encourage good public hygiene health practices.
  7. Set up hand sanitizer stations around church buildings.
  8. Modify communion process (use pre-packaged elements) to offer peace of mind.
  9. Make concerted effort to provide spiritual guidance to continue to live by faith, hope, and love.


PHASE 1: Medium Risk of Community Transmission (Some local cases, No community Spread)*

  1. Main Goal: Same as above, plus provide additional guidance to mitigate risk for CBCM and ensure consistent, informed, appropriate, and uniform practices across congregations.
  2. Develop a response plan, set up a response team for the coordination, communications, and implementation of this plan in a timely and orderly manner.
  3. Modify and allow suspension for some church meetings and activities:
    1. Worship services will continue with some modified practices (see points below).
    2. In this phase, because there is no community spread, there is no need to suspend cell group or fellowship meetings. However, Cell groups and fellowship groups can decide to suspend their in-person meeting at their own discretion, but they are strongly encouraged to still meet for Bible studies and prayers using online tools (CBCM will provide technical guidance if needed).
    3. Suspension of meetings and activities for the high-risk groups (Elderly and those with pre-existing medical conditions (see https://www.cdc.gov/coronavirus/2019-ncov/specific-groups/high-risk-complications.html). CBCM can also provide online meeting access and instruction if someone from their group is willing to coordinate this.
  4. Continue to update via email, announcement, and website.
  5. Provide training to pastoral staff to know how to provide on-line sermons in the event we have to move to phase 2 below (pastors can come to church office on Sundays or stay home to preach via live stream, but can also provide pre-recorded sermons to be broadcasted).
  6. Recommend to the worship teams that in the event we have to move to phase 2 below where in-person worship services are suspended, they can continue to come on Sundays to lead worship via livestream (provide training if teams agreed, alternative is to provide pre-recorded worship sets or recommended YouTube worship song sets).
  7. Resolve livestream bandwidth issue immediately to ensure smooth access to livestream by all.
  8. Specific modifications to current Sunday worship services and Sunday activities:
    1. Communion elements and offering bags passed only by ushers, not touched by congregants.
    2. Cutting back on the production of paper bulletins
    3. Suspend lunch services.
    4. Suspend fresh flower arrangements (replace with nice artificial ones)
  9. Consider not to put away chairs in classrooms to reduce the amount of handling
  10. Hire cleaning crew to have additional wipe down/spray handles on doors and water fountains
  11. Consider combining worship services to be more efficient (RC and RM, RE and RCF)
  12. Modify existing retreat cancellation policy- If one is sick or in the high-risk categories, full refund. If one is not sick and not in the high-risk categories, 25% refund.


* Contingency plan if CBCM attendee(s) contract COVID-19 and have exposure at CBCM facility during phase 1

  1. Contact CDC immediately. Follow their instruction and help trace possible exposures.
  2. Suspend Sunday service and usage of building ASAP.
  3. Provide live stream worship services ASAP.
  4. Hire professional cleaning crew to disinfect the building ASAP.
  5. Resume use of church facility only when CDC gives the clearance.


PHASE 2: High Risk of Community Transmission (Community Spread/Outbreak Occurs in MoCo)

  1. Goal: Mitigate risk for CBCM, provide alternative worship and meeting methods, and meet the needs of people in our community and beyond.
  2. Suspend all but essential in-person activities, move all worship services and other fellowship/cell meetings online (CBCM will provide MS Office 365 TEAM app, possibly adding another alternative such as some ZOOM accounts to share).
  3. Financial/accounting, admin staff, pastoral staff can work at office or remotely from home at their discretion and in accordance to government guidelines, may shorten office hours and implement staggered rotation shifts.
  4. Worship and preaching team still provide live stream online at church with the amount of people gathered in one space according to the most up-to-date government guidelines. Adjustments will be made according to the situation and the concerns and consensus of those who are serving.
  5. Proactively implement ways to care for and meet the needs of those in our community and beyond.
  6. Consult government guidelines and medical information advisory team to lay out a phased plan for resuming activities carefully and gradually if/when the situation improves.

  1. 主要目標: 通過提供準確的訊息和預防措施來教育弟兄姊妹, 減輕恐慌與憂慮, 並祛除不實的報導.
  2. 不停止教會聚會和活動
  3. 成立醫療訊息諮詢小組 (焦雋Joseph Chiu, 李文端 Terry Lee, 劉雷正怡 Esther Lau) 
  4. 舉辦資訊會議 (在洛城堂&蓋城堂)
  5. 透過電郵、公告和網站發送/更新訊息
  6. 建立良好的公共衛生習慣
  7. 在教會內設置潔手液站
  8. 為了讓大家安心, 改變領聖餐的方式(使用個別包裝的餅與杯)
  9. 在這疫症時期, 教會牧長會竭盡所能在屬靈上帶領弟兄姊妹繼續在信望愛中追求與長進


第一階段: 中度風險之社區傳播 (有本地案例, 沒有社區散播)*

  1. 主要目標:與上述零階段相同, 並提供更多防疫的指引以減低教會及弟兄姊妹感染疫症的風險.確保各堂的會眾有一致、明確、適當與統一的看法與做法.
  2. 制定應對的計劃, 成立應變小組以在實施計畫時能及時有序地進行。
  3. 改動並暫停教會某些的聚會和活動:
    1. 主日敬拜的形式會因應情況而改動(請參見以下要點)
    2. 在此階段,由於疫情還沒有在社區擴散, 因此無需停止細胞小組或團契聚會. 但可以考慮改用網上聚會, 特別是查經與禱告聚會 (如有需要, 教會可提供技術支援).
    3. [高危群]的團契活動將會暫停 (老人和病患者),若這些團體中有人願意協調繼續聚會的話,
      教會可提供連線指導,什麼是屬於[高危群]的醫療狀況; 請參: (https://www.cdc.gov/coronavirus/2019-ncov/specific-groups/high-risk-complications.html).
  4. 會不斷透過電郵、公告、和教會網站發放並更新疫情的訊息.
  5. 為牧師提供上線的講道訓練, 以預備牧師們隨時需要進入第2階段時知道如何運作上線廣播.(牧師可在周日來到教會,或在自己家中通過現場直播或預先錄製的講道進行網上敬拜).
  6. 若教會不得已需進入第二階段的措施時, 週日在教會的主日敬拜將會停止. 鼓勵領詩或敬拜小組仍可在主日來到教會通過直播方式來帶領敬拜. (如有需要教會可提供訓練, 領詩的弟兄姊妹也可用預先錄製好的領唱或合宜的YouTube敬拜歌集帶領敬拜).
  7. 會盡快解決直播上線流量的問題, 以確保所有人都能順利看到主日上線直播.
  8. 對目前主日敬拜和主日教會活動的特別修改:
    1. 只由招待來傳遞奉獻袋與聖餐器具,不讓會眾來觸踫.
    2. 減少主日週報印刷的數量
    3. 暫停供應主日的午餐
    4. 以人造花卉代替鮮花的擺設
  9. 可考慮不需要弟兄姊妹在聚會完後收回教室的桌椅, 以防接觸物件的表面.
  10. 僱用清潔公司進行額外的清潔工序, 增加擦拭/噴灑教會的門和飲水機.
  11. 考慮聯合敬拜形式 (洛城國語與粵語聯合, 洛城英語與磐石城團契聯合)
  12. 修改現有退修會的退款規條: 若生病或在高危的類別中, 可全數退回. 若並未生病但在高危類別中, 可退回25%.


*緊急措施: 若教會在第一階段有弟兄姊妹確診染上新型冠狀病毒或在教會建築物內有病毒的散播

  1. 儘快聯絡疾控中心 (CDC), 教會將依從指示執行相關措施, 並幫助追蹤病患者.
  2. 儘快停止主日敬拜活動及建築物的使用.
  3. 儘快提供主日敬拜的網上轉播.
  4. 儘速僱用清潔公司徹底清潔教會並進行消毒.
  5. 當疾控中心決定可以再次使用教堂後,才考慮恢復建築物的使用.


第二階段: 高度風險之社區傳播 (社區散播/在蒙郡有疫情爆發)

  1. 主要目標: 為減低教會的風險, 將會採取一些應變的敬拜方式, 或配合社區或當前的需求.
  2. 除了一些重要的活動, 將暫停所有在場的聚會, 主日敬拜及其他團契聚會將改為上線形式進行
  3. MS Office 365 TEAM,也可能加上多一方式如ZOOM).
  4. 財政部/會計人員、教會行政同工、教牧同工可選擇在家或在教會辦公室上班. 可能會縮短辦公時間並實行交錯輪班的方式.
  5. 敬拜與講道團隊會繼續在主日(在教會)供應上線的轉播,但會根據州政府最新的指引-在一個空間最多可以聚集的人數來進行, 同時也會按在職人員所關注與共識的實際情況來進行調整.
  6. 為著適切和顧及社區或社區以外的需要, 教會會積極提供相關的行動和措施.
  7. 參考政府指導方針和醫療訊息顧問人員,以製定逐階段性的計劃,以在情況改善時一步步和謹慎的恢復活動。


Dear CBCM Family,

To follow up from my previous “Quick heads up” email, we want to provide you information regarding our plans with all our regular church functions and activities from this point forward. To comply by the State recommendations, for the safety of our church community and the communities around us, and to provide consistency, the church leadership have come to the decision to take the following actions effective immediately until further notice:

  1. Worship services and all church groups and activities are suspended.

This includes but is not limited to*:

  • Sunday worship services and Sunday school classes
  • Friday meetings for adults, teens, and children
  • All weekday ministries otherwise (e.g. prayer meetings, sports, etc.)
  • Cell groups and fellowship groups

* Business meetings for various ministry teams can continue or move online

  1. Live streaming of worship services will commence this Sunday.

Visit our church’s website (www.cbcm.org) to access the congregational worship you would like to join (RM, RC, RE, RCF) at their regular service times (9:45 AM, 11:20 AM, 2:00pm).

For now, we will try to live stream most of our services from church, but we are also learning and exploring other options such as live stream from home. Musical worship details are still being sorted, but we’re exploring different options—live stream the band from the church stage, pre-record worship sets, or simply provide a list of songs with video links. Thank you for your patience as we work these matters out and try to provide you continual spiritual feeding and worship online.

  1. Online giving is active and available.

On the church website (www.cbcm.org), click on “Online Giving” at the bottom right portion of our front page and follow the instructions. In using this new, online tool, we encourage you to still treat it as a worshipful experience.

I often pray before I give (before I write out the check, or drop the check into the offering bag, or click the button): “Lord, thank you for your provision for me and my family, thank you for giving me the privilege to give back to you a small portion of what you have given to me, and please use this offering to do the work of your kingdom.”

While we are not meeting in person during this time, I encourage you to stay in touch with your brothers and sisters in Christ via phone, text, or emails, etc. and be proactive about praying for one another (ask each other how you can pray for one another) and serving one another (Ask each other if there they have needs you can help meet during this time of crisis).

During this time of uncertainty, we are still called by Jesus to be salt and light for Him. There may be even greater opportunity to live missionally for Jesus, because people may be more open to the Gospel. Let us not be caught up with focusing only on self-protection in a self-absorbed manner. Let us proactively ask Jesus to show us how to live by faith and live in love in practical ways to serve those around us during this time. May Jesus help us to not let self-protection and fear overtake our faith, joy, hope, and sacrificial love. We know our God is still in control!

我通常在奉獻之前(不論在我寫支票之前、將奉獻封投進奉獻袋之前、或是點擊網上的按鍵之前), 會向神禱告 -- 「天父,感謝你對我和我一家的各樣供應,感謝你讓我可以用微少的金錢歸還給你, 求天父使用這些金錢在你的聖工和神的國度上」


在此不能夠與弟兄姊妹親身聚集的時期,我鼓勵你仍然與肢體間有緊密的聯繫, 不論是透過電話、信息、或是電郵,主動常常關心弟兄姊妹並為他/她們禱告.盼望在此疫情的時期,仍然可以互相關心和守望.

面對著不明朗的前景,我們仍需持守著神呼召我們作光作鹽的位份.因為人心的恐慌和渴求,可能正是更好的機會讓我們為主作見證和傳揚祂的真理.讓我們不是只專注在如何自保的心態上, 更需要尋求神的心意, 怎樣靠著主所賜的信心與愛心實際去關心我們週圍的人.求主讓我們不被當前的恐懼奪走神所賜給我們的信心、盼望、與犧牲的愛,知道祂是那位坐著為王並統管萬有的主宰.

Governor Larry Hogan just gave a press conference declaring the declaring a state-wide cancellation of all gatherings equal to or larger than 250, and the cancellation of all schools (please see https://www.youtube.com/watch?v=EcC_uDjior4 or  https://wtop.com/coronavirus/2020/03/coronavirus-update-alexandria-records-1st-first-case-loudoun-co-schools-closed-for-more-than-a-week/). We the church leadership also have just finished drafting a comprehensive response plan in the process of being finalized and publish this week. This email is to let you know that we are aware of the most recent change of situation and are working on the plans for our various church functions moving forward immediately. We will be sending you that information shortly. In the meantime, let us remember to continue to seek the Lord in fervent prayer, and walk by faith not by fear.

Dear CBCM Family,


In light of the recent press conferences by MD Governor Hogan regarding the 3 confirmed cases of COVID-19 in MD, we would like to give you some updates and reminders from the church leadership:


有鑑於馬里蘭州州長Hogan這幾天剛發佈關於三個新型冠狀病毒的確診個案, 教會在此給會眾提供最新的情況及預防措施:


1.  Given that the 3 cases reported in Montgomery county thus far are travelers who returned from the same overseas cruise to Egypt, what we posted previously for the general public still holds true. We would like to remind you to keep practicing what CDC recommended (please see the excerpt after the end of this update). We have also increased the number of hand sanitizer dispensers in our church facility so please do use it frequently while you are in our facility, but please do not remove the dispensers or take them home with you as they are meant for public use and placed at strategic locations. In case of community spread, let’s now begin to practice greeting each other with a smile instead of hand shake or hug. Please also consult this CDC link in terms of preparation in the event that COVID-19 does become community spread.


因著這三個在蒙郡確診的個案均與外遊有關, 他/她們是乘坐同一郵輪到同一個海外地方(埃及)回來, 並未成為社區爆發, 所以本教會先前發佈的訊息還是管用,希望弟兄姊妹繼續遵守先前教會所提出的勸告, 並請繼續遵守疾控及防疫中心所呼籲關於日常預防的種種措施 (請參照末段關於個人的日常預防步驟/措施的摘錄資料). 現教會已加設了很多的消毒清手液供弟兄姊妹使用, 請不要擅自搬動那些清手液或帶回家作私人用途. 為了預備未來可能會有的社區爆發, 請開始習慣用點頭微笑代替握手或擁抱作見面禮 . 並 請參考疾控中心網頁的相關資料. 


2. With regards to the travel advise, given the recent spread of the virus to other areas outside of China, the CDC have updated their travel advise (see this travel advise link). If you have spent time in any of the CDC level-3 travel health notice areas (currently including ChinaIranItaly, and South Korea) in the last 14 days, we ask you to abide by the CDC recommendations of self-isolation and self-monitor for 14 days (See the previous links for detailed list of action items). If you have spent time in any of the CDC level-2 and level-1 travel health notice areas (currently include Japan and Hongkong), we the church (not CDC) ask you to consider also voluntarily self-isolate and monitor for 14 days as an added precaution. Given that the spread of the virus situation and travel advice can change frequently, please check the CDC link above regularly. Thank you for your cooperation and consideration for others.

3.  In terms of any future suspension of our activities, we are closely monitoring CDC’s recommendation and MCPS plans on school closing (See their announcement today below) and plan to follow their guidelines and examples. We have already suspended the weekly senior citizen community center activities. We are in the process of prayerfully considering other possible meeting suspensions. Currently our worship services will go on as usual, and we will keep you informed if there are any changes.


關於可能採取的停止或取消教會活動的措施, 我們會因應疾控中心的建議及蒙郡教育局的停課措施來決定我們教會的聚會情況. 我們已經從二月中暫停了星期四的社區中心活動, 也計劃考慮陸續停止一些聚會或活動. 現時我們的主日敬拜聚會仍然進行, 若有任何變動將會通知大家.


4.  In the event that we do have to suspend our worship services, the pastoral staff have been going through various trainings and laying out a plan to continue to provide spiritual feeding and worship services online, allow for online giving to be processed (we encourage you to try this out ASAP so you can get use to how it works), and any other necessary logistical and security items. We will keep you posted, but rest assure your church leadership are planning prayerfully and diligently to cover the necessary contingencies.

5.  With the increasing cases of the COVID-19 in the US, there may also be an increase of fear, and also possible increase of ignorant prejudices against Asians from some people around us. These are good opportunities to practice walking by faith, hope, and love in Jesus, to overcome the fears, anxiety, and hate in the world. Let us hold firm to our Lord Jesus, and prayerfully serve Him and this broken world, and be a positive witness for Him (1st Thess 1:3).

The CDC recommends that you take the usual precautions to prevent getting sick from respiratory infections, especially since we are at the peak of the flu season (get the flu vaccine if you have not done so).These preventive measures are the same as recommended by the CDC for the prevention of coronavirus

  • Wash your hands often with soap and water for at least 20 seconds, especially after going to the bathroom; before eating; and after blowing your nose, coughing, or sneezing.
  • If soap and water are not readily available, use an alcohol-based hand sanitizer with at least 60% alcohol. Always wash hands with soap and water if hands are visibly dirty.
  • Avoid touching your eyes, nose, and mouth with unwashed hands.
  • Avoid close contact with people who are sick.
  • Stay home when you are sick (symptoms such as runny nose, sneezing, coughing, sore throat, muscle aches/flu-like symptoms, shortness of breath, fever, abdominal pain or diarrhea).
  • Cover your cough or sneeze with a tissue, then throw the tissue in the trash.
  • Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipe.


疾控及防疫中心建議我們應該沿用一般已有的預防措施來防止呼吸道疾病的傳播, 特別現在是流感的高峰期(若你仍未有注射疫苗, 請盡快接受注射). 此等預防措施與疾控中心所給預防新型冠狀病毒相近.

If you spent time in Italy during the past 14 days: 若你過去十四天內曾到過意大利:

  • Stay home for 14 days from the time you left Italy and practice social distancing.
  • If you get sick with fever, cough, or have trouble breathing seek medical care and call ahead before you go to a doctor’s office or emergency room.
  • Do not travel while sick.
  • Cover your mouth and nose with a tissue or your sleeve (not your hands) when coughing or sneezing.
  • Clean your hands often by washing them with soap and water for at least 20 seconds or using an alcohol-based hand sanitizer that contains at least 60%–95% alcohol immediately after coughing, sneezing or blowing your nose. Soap and water should be used if hands are visibly dirty.

Dear CBCM Church Family,

“God is our refuge and strength, a very present help in trouble. Therefore, we will not fear though the earth gives way, though the mountains be moved into the heart of the sea, though its waters roar and foam, though the mountains tremble at its swelling… The Lord of hosts is with us; the God of Jacob is our fortress.” Psalm 46:1-3, 7.

Psalm 46 is a powerful Psalm to remind us who are followers of Jesus to place our trust in the God who is in control, especially during times of troubles, instead of letting fear control us. The coronavirus has caused much real pain and suffering for the people within China, especially in Wuhan, and it also has caused much fear, panic, and anxiety for people who are outside of China. During this time of uncertainty and concerns, we would do well to revisit the words of Psalm 46, and remember that the Lord of hosts is with us and He is our fortress. While we should be informed and take the necessary precautions with regard to the coronavirus, and pray earnestly for those who are infected, we must not live in fear and panic. To this end, we hope the following update will also be of some help to you:

Much information and official guidance about the novel coronavirus relevant to those of us living in America, have become available since the church posted online more than 2 weeks ago.  To help CBCM update her web-based information, a few individuals from CBCM with expertise in public health have kindly agreed to review these recent developments and recommendations from the US public health authorities. For better understanding of the updates described below, resources are hyperlinked to help you find additional information. 

Despite increases in the number of novel coronavirus infections in China and the frequency of travel between the US and China prior to the ban on travel to/from China, only a limited number of cases have been identified in the US. As of February 7, all novel coronavirus cases reported in the US are individuals who have arrived from China (10 cases), or are family members in the US (2 cases) who were in close contacts with infected individuals returning from China. The virus is not known to spread through casual contact.  Those who are at the greatest risk of infection are travelers from China, and close contacts, like family members or health care workers, of infected individuals. According to the CDC, the novel coronavirus is NOT currently spreading in the American general public, and the immediate health risk for the general public is considered low.

Summary of novel coronavirus status in the US:

  • There are few confirmed cases of the novel coronavirus in the US.
  • Those at higher risk for novel coronavirus infection are travelers to China and close contacts of infected individuals.
  • Unlike influenza (flu), the novel coronavirus is not circulating in our community.
  • The risk of exposure to the novel coronavirus for the general public is considered low.

If you have visited China in the last 14 days, follow the CDC Health Travel Alert Notice:

  • Stay home and monitor your health for 14 days.
  • Take your temperature with a thermometer 2 times a day and monitor your health.
  • If you develop a fever (100.4F/38C), cough, or have difficulty breathing:
    • Call your health department for advice before seeking care.
    • If you can’t reach your health department, call ahead before going to a doctor’s office or emergency room.
    • Tell them your symptoms and that you were in China.
    • Do not go to any other public location or gathering.

Countries other than China have also reported coronavirus infections. Most cases are related to travel from China with a limited number of cases acquired from within the country. No country where the virus is known to have spread has declared a local outbreak. Therefore, if you have returned from Asia (including Macau, Hong Kong and Taiwan) and have participated in activities or gathered in areas where travelers from China frequented, we, the church leadership, recommend you consider limiting your social activities and monitor your health for 14 days upon return, as well. We want to emphasize that this is not an official CDC recommendation and the current risk for exposure to coronavirus in other countries is low. However, your voluntary precaution would be a courtesy and might help ease the concerns of individuals who might be less informed of the situation.

For everyone else, the CDC recommends that you take the usual precautions to prevent getting sick from respiratory infections, especially since we are at the peak of the flu season (get the flu vaccine if you have not done so).These preventive measures are the same as recommended by the CDC for the prevention of coronavirus

  • Wash your hands often with soap and water for at least 20 seconds, especially after going to the bathroom; before eating; and after blowing your nose, coughing, or sneezing.
  • If soap and water are not readily available, use an alcohol-based hand sanitizer with at least 60% alcohol. Always wash hands with soap and water if hands are visibly dirty.
  • Avoid touching your eyes, nose, and mouth with unwashed hands.
  • Avoid close contact with people who are sick.
  • Stay home when you are sick.
  • Cover your cough or sneeze with a tissue, then throw the tissue in the trash.

Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipe.

The US public health experts are monitoring the situation closely.  We encourage you to follow and keep updated with the guidelines from reliable public health sources and authorities such as the CDC.  Due to the wide usage of social media, there has been much misinformation on this issue, causing unnecessary fears and anxieties.

              In closing, let us return to Psalm 46. The last two verses of Psalm 46 tell us:
“Be still, and know that I am God. I will be exalted among the nations, I will be exalted in the earth!” The Lord of hosts is with us; the God of Jacob is our fortress.” (Psalm 46:10-11)

Instead acting in panic or fear, let us be still before our God and remind ourselves that He is the exalted almighty God who is greater than any virus. Let us remember that while we should be wise and take precautions during this uncertain time, God’s Word consistently reminds us that we who are followers of Jesus must walk by faith, not by sight (nor fear or feeling) (2nd Corinthians 5:7), and we should not live like those without hope (1st Thessalonians 4:13), because we serve a sovereign, almighty, and loving God (Romans 8:37-39). Let us not be anxious and fearful during this situation, but rather keep praying (Philippians 4:6-7) and serve God all the more.

Let us continue to pray for:

  • comfort for those who have lost loved ones;
  • the local churches in outbreak areas, that they can be salt and light in this situation for God;
  • the safety and effectiveness of medical professionals to diagnose and treat the patients;
  • the leadership at all levels to contain this outbreak;
  • the wellbeing of CBCM brothers and sisters who are in or travelling to Asia.
